ROCHESTER - A 32-year-old transient was arrested on Sunday and charged with possession of a controlled drug.

Charles Bill was also on probation at the time of this arrest. He refused bail and was transported to the Strafford County Jail to await arraignment later today.

Police got the call for an unresponsive person at 10 Cove Road around 1:15 p.m., and Bill was transported to Frisbie Memorial Hospital by EMS, then charged a couple of hours later.
