Rochester chief Allen retiring, to be replaced by deputy chief Toussaint

ROCHESTER - The city's police chief for the past four years will be retiring at the end of December, it was announced earlier this week at a Police Commission meeting.
Michael Allen, who has been a member of the department almost 30 years and became chief in 2012, said he has not decided where or what he plans to do in retirement, but is looking at several options.
Replacing Allen as chief will be Deputy Chief Paul Toussaint, who was promoted from captain earlier this year upon the retirement of former deputy chief Scott Dumas.
"We believe that Deputy Chief Toussaint has the qualifications to lead the Department," Police Commission Chairman Derek Peters said in a statement. "He has directed and led personnel and worked closely with community groups and neighboring agencies with great success."
Toussaint has been with the force since 1996.
