Almost two weeks into probe, no further arrests in Rochester man's fireworks riot charge

ROCHESTER – Almost two weeks after the arrest of a downtown business owner police say was trying to incite a riot during his fireworks show the 4th of July, there has been no arrest of a second riot suspect, which is required for the felony riot charge to stick, according to state statute.Rochester Police Capt.
