ROCHESTER - Rochester Mayor Chuck Grassie admitted on Friday that a recent City Council vote on an agreement between Waterstone and the City that put taxpayers on the hook for potentially millions of dollars for construction of a tractor trailer U-turn at Exit 15 could have been seen as “disingenuous,” since the resolution’s language noted no funding was required.
